Building Planning
Parkhurst’s architectural heritage is a cornerstone of our community. With structures dating back to the early 20th century, we strive to preserve and protect our architectural legacy. All building plans must adhere to PRABOA’s guidelines and undergo thorough review before submission to the authorities.
It’s important to note that structures older than 60 years in age fall under the protective umbrella of the National Heritage Resources (NHR) Act 25 of 1999, irrespective of their perceived historical significance.
Owners intending to build must submit any intended plans for alterations/ changes, including all as-built structures that have not yet been approved.
The Process
Submission Protocol
All building plan applications necessitate submission to PRABOA’s Architecture and Town Planning Committee for assessment before advancing to Provincial Heritage Resources Authority of Gauteng (PHRA-G) and Council. Failure to include this step will render your application incomplete and subject to return.
Heritage Approval
Notably, if a property or any part thereof exceeds 60 years in age, heritage endorsement from PHRA-G is obligatory before City of Johannesburg Development Planning Department review.
Pre-Scrutiny
The City of Johannesburg Chief Plans Examiners conduct a preliminary scrutiny of online building plan submissions. Only applications meeting the checklist criteria progress for further evaluation.

Requests for expedited review of plans will not be accommodated. Committee members are volunteers who also run their own architecture practices.

The Building Control subcommittee meets every two weeks to review applications. We aim for a turnaround time of three to five business days, and you will be notified of any delays.
