As many will be aware the ongoing saga of the old Parkhurst Bowls Club has moved into a new phase, with development of the site by the winning bidder, Genzenix Pty Ltd, due to start in the very near future as the current public participation process concludes.
PRABOA together with several other RA’s and stakeholder groups formed a working team over two years ago, to try and deal with the derelict and hijacked Bowls Club site. During that time, we have had numerous engagements with various city and provincial entities and have fleshed out a full legal strategy. We have also engaged extensively with Genzenix, the developer that won the bid to develop the site. Working together we were able to ensure that the bulk of the 8-hectare site was cleared and secured late in 2024.
We are now in the middle of a rather poorly communicated public participation process and we need as many residents as possible to engage with what comes next, fast.
Given the mess and associated social ills that were fast taking hold at the site, PRABOA could never oppose development of the site- just reckless development with serious questions over the environmental and traffic impacts it would have. Likewise, we don’t oppose the affordable housing component provided in the current development plan – simply the design and siting of this, which is squashed against Quinn street to allow for the shopping mall and over 800 parking bays.
The housing pressures in the city are well known, and we would welcome an affordable housing development component with public open spaces, sporting and recreational (and maybe even childcare facilities) and limited retail. But what is currently proposed is an enormous retail development and as destructive, in its own way, to us all. There shouldn’t be a binary of illegal occupation and its consequences or an unsustainable, environmentally hostile commercial development.
The City MUST do better and it’s up to us to hold it to account by objecting, with reasons, to the development in its current form.

PLEASE PLEASE don’t allow this huge development. As it is, our electricity and water is extremely vulnerable, negotiating streets in Victory Park/Parkhurst/Parktown West/Craighall Park etc is almost intolerable when traffic is at its peak, the roads are in shocking condition. This will bring so many more cars and people into the area and make demands on scarce resources.

The traffic is already a nightmare, this will cause absolute chaos. The apartment will further strain water flow in the area. the apartment will be across from a dumping terrain, tenants will be unhappy. It is nonsensical to build a mall 200m from the Victory Park shopping centre.

The City of Johannesburg continues to fail us. the Development of low cost housing will drive property prices down. You are incapable of doing your jobs and as a result , we the residents want our rates and taes decreased, even more so if you go ahead with this development. I have the following issues:
Traffic Congestion and Road Safety
The development borders major roads like Rustenburg and Victory Road, which already experience high traffic volumes.
Increased density (204 dwelling units + commercial activity) may strain existing road infrastructure.
Lack of detailed traffic impact assessment could lead to congestion, reduced pedestrian safety, and longer commute times.
Pressure on Public Services and Infrastructure
The proposal includes both residential and commercial components, which will increase demand for:
Water and electricity supply
Waste management
Emergency services (fire, police, medical)
Existing infrastructure may not be adequately upgraded to support this growth, risking service disruptions.
Loss of Public Open Space and Environmental Impact
The site is currently zoned as “Public Open Space” and includes Rogaly Street, which is proposed for permanent closure.
Closure and rezoning may reduce green space access for nearby residents.

Victory Park and surrounding suburbs have a distinct residential character with low- to medium-density housing.

While the proposal references public interest and SPLUMA principles, there is limited evidence of robust community consultation.

The mixed-use nature (Business 1 + Residential 3) may encourage speculative development rather than sustainable community growth.
Potential for underutilized commercial space or poorly integrated land uses.
Without phased development and monitoring, the township could face long-term viability challenges.
In addition, the prospect of a taxi rank in the heart of our suburb should scare everyone as they are not the most structured and lawful of facilities and have the potential to degrade the area.

as a resident of the area (I live 300m from the proposed site), I find the extent of the development grotesque unnecessary.
with emmarentia checkers and other retail shops close by as well as the victory park shopping centre directly opposite the site, I cannot understand the need for such a development.
not to mention the the traffic congestion that is already evident on victory road in peak hours) single lane either way) this development makes no holistic sense. adding a taxi rank is additionally a cause for concern…having visited many such ranks as part of my professional role in banking and insurance roles, I can almost guarantee the detrimental effect thus will have on the immediate and surrounding roads; that being informal unregulated food stalls, hawkers abd general neglect..

As an avid recreational athlete as well, i enjoy morning runs, walks and rides in the scenic suburbs of Parkhurst, greenside linden, emmarentia and surrounds.
this development will greatly impact mine and the hundreds of other pedestrians, cyclists, runners etc. of the generally trouble free routes.
